Joan White of Syracuse, New York created Joy germ day in 1981 and has since spread through the US and to various other countries in the world, despite its odd name. At the time of coming up with the name she was a retired advertising and public relations specialist, so it's no surprise that she came up with the day as the idea of it is to spread happiness to those around her (like a germ). To take part, simply do that too, by smiling, speaking to someone who's lonely or offering help to someone who needs it.
